and what is those things in the upper left hand corner in the steal panel thingie and what does the 13% means is it the accurracy

Those things let you select different assets (infantry, armor, fire/air support, etc). In the picture above, a recon squad just requested a fire mission. So you could click on the infantry icon to manage the squad in contact, or the artillery icon to give a sustained bombardment or a tactical strike.
The 13% is the accuracy, and can be increased if the enemy squad stays still, or you have a recon unit spotting for you.

Yea, that was supposed to be the heavy snow that was slowing them down in the first game. I believe it said it in the training menu, but was easily missed.

Thats basically why its called Autumn War, not Winter Pwnfest lol.
